    							NANP COMPATIBILITY
    Description
    Available in Software Levels:
    BaseAUX
    > 02.40
    > 02.40
Bell Communications Research (Bellcore), the administrator of the North American Numbering Plan, has issued
several important NANP rule changes that could affect your phone system. If your software level is the same or
higher as the versions listed above, the system will accommodate the new dialing requirements with only a few
    programming changes.
    1. Area (NPA) Codes and Central Office Codes can be interchangeable . . .
In order to increase the number of available area codes, there is no longer a distinction made between the num-
bers used for NPAs and central office codes. This new rule is necessary to help those growing regions that are us-
ing up all the available central office codes within an NPA. Previously, Bellcore issued additional NPAs to those
regions before they exhausted their central office codes.
Since there are no longer any unassigned NPAs in the North American Numbering Plan, that solution is no
longer possible. Instead, Bellcore has chosen to make the numbering plan interchangeable. For example, the
code 520 can be either an NPA or a central office code, depending on how it is implemented within the dialing
area. The challenge for Automatic Route Selection and/or Toll Restriction in the telephone system is to deter-
mine the proper routing and restriction for the call the user dials.
How the system handles Interchangeable Codes . . .
The system complies with the Interchangeable Code requirements. Just use the following guidelines when set-
    ting up the system:
•To use NPAs as central office codes, enable (Y) the
QQ- ’1’ Prefix Required for NPA Call (or for
    phone programming, Program 3) and
GA- Conflict Area options. The system assumes the three digits
immediately following a leading 1 are an NPA.
•To use office codes as NPAs, disable the
QQ- 0 or 1 Required in Second Digit of NPA Code option1.
(You’ll also have to reinitialize ARS.)
•Do not use the global CP options
Allow Only Local Calls at Night (BY1:4) and
    Allow Only Local
    Calls (BY1:3).
    The Problem of 7-Digit vs. 10-Digit Call Ambiguity . . .
In some dialing areas, Interchangeable Codes are combined with 7- and 10-digit local dialing. Local calls within
the home NPA may be 7 digits long, while local calls to an adjacent area code (called a foreign NPA) may be 10
digits long. This creates the problem of Call Ambiguity since neither call is preceded by a ’1’. The phone system
must be able to differentiate the foreign NPA from the local office code.
How the system handles ambiguity . . .
The system uses the Timing Method to resolve Call Ambiguity. After the caller dials their last digit, the system
waits six seconds (to be sure they have finished dialing) and then routes the call according to the digits dialed.
Although this is automatic, you must program the 3- and 6-Digit Tables in ARS to properly route the call. The
Timing Method not only facilitates ARS, but SMDR Account Codes as well.
Bellcore has warned that failure to comply with the Interchangeable Codes requirements may result in any or all
    of the following:
•Non-compliant telephone systems may have to be replaced, or
•Toll Restriction and ARS may have to be disabled to allow callers to reach parties in areas using Inter-
    changeable Codes.

1This option requires an AUX Module.

    							2. The 950 (Feature Group B) services will be expanded . . .
Under the new rules, 7-digit 950 numbers can be more widely implemented. This may be used as an alternative
to the current 800 service, which is more difficult to dial and takes the network longer to set up. Previously, 950
numbers were always in the format 950-WXXX, where W had to be a 0 or a 1. Since the available XXX num-
bers will soon be exhausted, Bellcore has decided to allow any four digits after the 950 exchange. In addition,
950 service no longer requires the use of special trunks.
Will the system accept the new 950 Services?
Yes. Just remember to set central office code 950 as unrestricted (toll-free) in Toll Restriction and ARS.
    3. More Equal Access (Feature Group D) codes will become available . . .
As the number of available Equal Access (10XXX) codes threatens to run out, Bellcore has decided to change
the Equal Access format. With today’s rules, a caller uses Equal Access by dialing 10 followed by the 3-digit
number that identifies the carrier (called the Carrier Identification Code - or CIC). To allow for future expan-
sion, callers will use Equal Access by dialing 101 followed by a 4-digit CIC. This will make Equal Access codes
increase from five to seven digits.
Is the system ready for 7-digit Equal Access?
Yes. The option QQ- No. of Digits in Equal Access Code lets you specify the length of the Equal Access codes
users can dial, up to nine digits. The system cannot under the rules prevent users from dialing the Equal Access
codes, but can restrict the numbers that users dial after the codes.
    4. International calls can be up to 15 digits long . . .
At midnight on December 31, 1996 (called Ti m e T by Bellcore), international calls can be up to 15 digits long.
This change has implications outside of the NANP, but really doesn’t affect domestic users at all. International
calls must still be preceded by 011, and the current ARS and Toll Restriction constraints will remain in effect.

    							NIGHT ANSWER (OFF-HOURS RINGING)
    Description
Night Answer lets the attendant put the system in the night mode. Night Answer redirects calls to their night
mode destination, as determined by Universal and Assigned Night Answer. The attendant typically activates
Night Answer after normal working hours, when most employees are unavailable to answer calls. The system
comes up in the day mode.
    Assigned Night Answer
With Assigned Night Answer (ANA), night mode calls directly ring extensions, Ring Groups and ACD/UCD
hunt groups. Assigned Night Answer provides an answering point for night mode calls. For certain applica-
tions, this may be more appropriate than Universal Night Answer. For example, the system administrator could
program trunks to ring at the security station’s telephones during off hours.
    Universal Night Answer
Universal Night Answer (UNA) allows an extension user to answer incoming night mode calls ringing over the
external Paging speakers. With UNA, an employee can:
    •Go to any telephone
    •Dial the UNA code
    •Answer the incoming call
UNA requires external amplifiers and an unused trunk circuit. UNA disables the fourth trunk circuit on the first
CO Module in the main CEU. You connect to the main CEU PA terminals. Refer to the system Hardware Man-
ual for External Paging installation details.
    Conditions
The External Paging equipment connected to the UNA trunk port must be compatible with the following system
    specifications:
      Output Impedance 600 Ohms
      Maximum Input 3 dBm (1.09 V AC)
    Default Configuration
•Attendants can activate Night Answer. ANA and UNA not programmed.

    Required Programming
    Night Answer
➣E- Extensions, EK- Do Not Disturb (DND)
Allow DND at each attendant that should be able to activate Night Answer. [Y=allow, N=deny]
➣E- Trunks, E9- Direct Trunk Termination
Assign an operator to each trunk. For each trunk, Night Answer activates when that trunk’s operator
goes into the night mode. (You also use this option to assign DILs. Refer to the Direct Inward Line fea-
    ture.)
    Night Answer, Assigned Night Answer
➣E- Extensions, ED- Trunk Control, Ring Control
For each keyset, designate the ringing options for each trunk. Use the N option to have the trunk only
ring the keyset at night. [R=immediate ring, D=delayed ring, L=lamp only (no ring), N=night ring]
➣E- Extensions, ED- Trunk Control, Access Control
For each extension, assign access for lines the extension should be able to answer (day or night).
    [Y=allow, N=deny]
➣E- Trunks, EI- Night Call Routing
Define the night call route (extension or Ring Group) for each trunk. EI programming overrides ED pro-
gramming at night. The EI option also lets night mode calls ring non-keyset extensions.

➣E- Extensions, ED- Trunk Control, Access Control
An extension has UNA pickup only for trunks to which it has access. (ED- Ring Control programming
has no effect on UNA answering.) [Y=allow, N=deny]
➣E- Trunks, E2- Trunk Circuit Type
The unused trunk circuit assigned in QM below must have circuit type X.
➣E- Trunks, E9- Direct Trunk Termination / EI- Night Call Routing
Terminate each trunk to the main attendant (extension 300/port 00).
    ➣QM- Music/Relay Control, Enable External Zone 1
Enter Y to enable night audible. An incoming call will activate ringing on the night audible port if:
•The ringing trunk is terminated (in E9) to the main attendant (300)
•The main attendant is in the night mode
➣QM- Music/Relay Control, Inhibit Audible Ring
Enable audible ring on the night audible port. [N=enable Audible Ring, Y=disable Audible Ring]
    Other Programming
    For Assigned Night Answer
➣QT- System Timers, Number of Rings Before Recall
When the system is in the night mode, an incoming call rings the EI termination for this interval. The call
then diverts to all extensions that normally ring for the call (programmed in ED- Ring Control). [3-15]
    Related Features
    Attendant Positions
If an attendant is in the night mode, another extension user cannot place an Intercom call to that attendant.
    Direct Inward Line (DIL)
DILs ring the extension day or night, overriding ANA programming. To activate Night Answer for the
DIL, put the DIL’s extension in DND.
    Extension Hunting
If a trunk is a DIL to an ACD/UCD master number, the trunk goes into night mode when the master’s op-
    erator activates Night Answer.
Two attendants can be in a Circular Hunt Group (consisting only of themselves) for special night mode
operation. Both attendants must activate Night Answer to put their trunks in the night mode. Following
is an example for attendants 300 and 304:

    02
    External Alerting Devices
Under certain conditions, night mode ringing can also activate the external relays. Refer to External
    Alerting Devices for the specifics.
    Group Ring (Ring Groups)
An ANA call to a ring group rings all members of the group. The trunk never diverts to all extensions
    with programmed ring and access.
Loop Keys / Prime Line Selection
If an extension’s COS has CP- Allow Only Intercom Calls at Night (BY0:2=1), the extension cannot use
loop keys or Prime Line Selection at night.
    Paging
Night ringing can broadcast over the All Call External Page port.
    Ringing Line Preference
Ringing Line Preference lets a keyset user answer a night mode call just by lifting the handset.
    Tenant Service
An attendant can place only its own trunks in night answer (according to E9- Direct Trunk Termination
    programming).
    Toll Restriction
An extension in a tenant group can have night mode restriction (e.g., CP- Allow Only Intercom Calls at
Night [BY0:2] is 1). The restriction takes effect when the extension’s operator activates Night Answer.

    							OFF-HOOK SIGNALING
    Description
With Off-Hook Signaling, a user can send an off-hook indication to a busy keyset. This tells the busy keyset
user that they have another call waiting. Off-Hook signaling helps important callers get through -- without wait-
ing in line for the called extension to become free.
There are two types of Off-Hook Signaling: Off-Hook Ringing and Whisper Page. With Off-Hook Ringing,
you hear ringing through your speaker when a new call comes in. You can answer the waiting call. With Whis-
per Page, you hear the caller’s voice in your handset. Only you can hear the incoming voice. Also, you can re-
spond without your original caller listening.
Off-Hook Signaling also lets you signal a busy extension (after you hear ring/busy tone), indicating you want to
get through. If the busy party is on a handset call, they receive Off-Hook Ringing or Whisper Page. The party
can answer the Off-Hook Signal, then talk to their initial caller.
    Conditions
The system takes six seconds to set up an outgoing call. After dialing a call, an extension user cannot receive a
Whisper Page until six seconds have elapsed.

Analog Station Interface (ASI)/ Off-Premise Extension (OPX)
ASI and OPX extensions cannot receive Whisper Page or off-hook ringing.
    Attendant Positions
An attendant should have off-hook ringing. This allows the attendant extension to ring while the phone
displays alarms. An attendant cannot receive Whisper Page.
    Automatic Fault Reporting/Remote Maintenance
When an alarm displays, the attendant’s phone does not ring normally for incoming calls. If the exten-
sion has Off-Hook Ringing, it rings with a single beep (repeated). If the attendant’s extension does not
have Off-Hook Ringing, calls do not ring while the alarm displays.
    Call Coverage Keys
Call Coverage Keys always activate Off-Hook Signaling (if allowed at the destination). In addition, an
extension with Off-Hook Signaling receives off-hook signals for calls to its covered extension.
    Call Waiting (Camp-On)
If an extension has off-hook ringing enabled (in E8), the system automatically converts Call Waiting
    beeps to off-hook ringing.
    Callback
An extension user cannot leave a Callback after initiating a Whisper Page.
    Digital Door Box
An extension cannot receive off-hook signals from a Door Box, unless the system has AUX Module

Hotline always activates Off-Hook Signaling (if allowed at the destination).
    Intercom
Intercom callers to a busy extension with off-hook signaling capability hear ring/busy instead of busy.
    Message Waiting
An extension user cannot leave a Message Waiting while using Whisper Page.
    Privacy
Privacy does not block Off-Hook Signaling.
