The five major access levels are as follows: Qpe 0: Type 1: Type 2: Type 3: Type 4: Cannot place or receive outside calls. Only intercom calls are possible. Cannot place outside calls, but can receive incoming calls. Can make only local calls and programmed special area code table 1 calls and l-800 or 800 calls. Cannot make 411, 555 or 976 calls.
