I t should be noted that stati ons assi gned COS (0-7) have acc ess to all System Speed Dial Bin s (600-699 ). CAMP ON FAILURE The highest level COS is 0 (the m os t dialing pri vilege ) and the low est COS le vel ( least dialing privilege) is 7 .
