9104-091-200-NA, Shipping, Receiving and Installation Information), the system is

Default Data 
2.1 When the system is first installed, the default database must be loaded. Refer to 
Table 2-1, Initial Power-up Procedure. The default database saves programming 
time, as the programmer need make entries only where a deviation from the default 
is desired. 
The default database sets up an operable telephone system when power-up is 
completed. Installed Line and COV card ports are assigned extension numbers in 
ascending order starting at 100...

If Status Switch 1 is CLOSED, press # (or dial 70) at the Console or Test Line. If the 
switch is OPEN, follow the procedure inTable 2-3, Programming Access from the 
Attendant Console or Table 24, Programming Access from the Test Line.
